1.7 5765 Copying a product does not zero the stock quantities - should it?

I used the Products|Information|Copy button to clone a product.  Checking things I found the stock quantities had not been set to zero.

I am not sure whether this is a bug or a feature.  However I have updated the CSH text to read:

The stock location relationship should be copied, but the quantity should be set to zero.
