Forum Enhancements
In light of the aim that we intend to use the user forum to provide support for Openvpms users (as we already have been doing) I propose a couple of changes to help categories and streamline support provision.

I wasnt sure if these types of discussions are best done here or in a new space on Confluence...I wasnt sure we wanted to disrupt application development discussion with website development stuff.

Ben - I have a suspicion that we might better approach this problem by installing the Drupal 'Flag Solved' module - see https://www.drupal.org/project/flag_solved
This would allow us to keep the current forum system.
The other problem that we have (and I suspect it applies to any forum/problem tracking system) is that we do almost no 'moderating' of posts - and there is a tendency for one thread to sometimes contain multiple problems.
I must say that I think that the current system of 'discuss in a forum - when consensus reached start project or Jira as appropriate' works reasonably well.

Yes, agreed on the multiple problem per thread problem. I think thats why a system of flags might be in order similar to a JIRA workflow. I suspect thats why JIRA help desk works so well.
I saw that module, I was only concerned it might be a little to narrow - like flagging something as ANSWERED and then the OP flags it as SOLVED when they are happy.
