As a result of recent issues we are going to need to add a feature that only allows orders to be SENT (ie Finalized) by a Clinician.  Assuming it was optional does anyone have issue with this?

The option would need to be configurable by Location any idea where it should sit...given it should not be able to be turned on by non Administration staff....
