"...Is this functionality location specific?..." Yes. I think so. For the same reasons that "Interactive" is located within the Document Template Printer list. I think both tick boxes for options a) and b) should be in the Printer list options.
"Print at Checkout" I'm not sure this correctly reflects the functionality as described. The documents as described in the scenario a) above would still appear in the Checkout print list if they were not printed. The difference is that there would be an opportunity to print them straight away. Scenario b) would then kick in for unprinted docs in the Checkout print list. I agree the current text ("Print immediately when billed") is unwieldy though. What about "Print Immediately"?
