If a template has been referenced by a Document Act when you try and delete the Template it doesn't warn you but gives a database foreign constraint error relating to participation foreign keys.

If a template has been referenced by a Document Act and you click Delete the system should tell the user the Template cannot be deleted as it is being used and only allow the template to be deactivated.
