1.7 5708 Payment should not be offered if nothing to pay

I ran a consult which happened to end up with a $0 invoice. At the finalisation stage, I said Yes to 'Do you want to pay'. I then tried to OK the payment screen. However, it bitched that the payment must be > 0.0

Suggestion: when finalising an invoice, the option to pay should be skipped if the balance owning is not >$0.

[This is a low low low priority problem.]
