1.7 Alpha New customer - can't invoice

If you create a new customer, then go to Customer|Charges, there is no New button - ie you cannot create an invoice for them.  Ditto with estimate.

Same happens for an existing customer with no open invoices (eg Casbolt in the demo system).

I am sure this used to work.

Its actually more complicated than the above. If you have a customer with open invoices, then finalise one from the Charges screen, all the buttons disappear.
