Limit OTC Sales to Merchandise or NON S4(Prescription) Medications

Title says it all 

I actually thought this was already limited.  I think it should be restricted or alteast configurable.  

 

It is illegal in most states to sell a Prescription medication without associating it with a patient.

At this stage, the only limits for restricted drugs is when finalising supplier orders.
