Multiple lines of the same item in a product template

Hi,
I can't find anything in the forums about this, so maybe I'm wrong.
When I invoice a Product Template that have the same item multiple times, it only invoices the item once.
For example, I have a template for post-op analegesia that includes the service fee of "post op analgesia" at a costed price, then 2 x methadone at a zero price/do not print line. When I invoice this, I get the post op analgesia and 1 x methadone.
The reason I want it to transfer over twice is for CubeX - so the vet knows to draw up 2 x syringes of methadone (not 1).

This is the way it has always been. It would be good to have an option within an estimate to allow multiple items to be included when the template is applied to an invoice or estimate.
If we have nested templates then the rule could be that the 'master' template (the one at the top of the order; - ie the one that you invoice) would create the rule for the other templates below this. There are times when the rule works well, as it is currently applied. (ie two templates both with a fixed hospital fee within it will only add the one hospital fee as part of the applied invoice)
We have the same issue with templates where we have more than one item with a fixed fee that we would want to include (eg cefazolin inj) as part of the template.
