The stock reorder report is currently including inactive: * suppliers * product-supplier relationships that are inactive at the current time, based on their start and end times.

It should only include: * suppliers with active = 1 * product-supplier relationships that have: (startTime = null or startTime < now()) and (endTime is null or endTime > now())
