I am sorry but this is beyond my knowledge. I have never seen this on Tomcat which is the container I use by default in my my deploys. I have never used Websphere so I have no idea what the differences may be. You may need to do some profiling and debugging to see where the time is taken .. I.e Spring initialisation or some other framework setup process.
Tim may be able to shed some more light on it but I would suggest he would just be searching on the web to find references to slow startups on Web Sphere and some other key words .. :-(
