Reminder "Bell" Icon Colour Change

Think this is a good idea and has been actually in the JIRA 

for a while ( https://openvpms.atlassian.net/browse/OVPMS-751) but never implemented.

This JIRA has been floating around since April 2008 - how do we go about getting it "implemented"?

New peoject created here. It is running at $520 for this one.
