1.7 Alpha - 5 Practice Locs, admin only has 4

I am playing with a system with 5 practice locations.

A user, TW has access to all - and these are available as shown below

However, Admin does not - he only gets 4 - see below

Is there something in the code that says 'if a user has no locations defined then give them only 4' ?

If I use Admin|Users to add all the locations to Admin, then he gets the lot.

If a user has locations, then these will be returned, otherwise the locations linked to the practice will be returned.

Ahah! - I had forgotten to add one Practice Location to the practice.  Thanks.

[I am in the middle of running the RxWorks conversion in 1.7 for the first time.]
