If you press the Resend button on the Patients|Medical Records|Reminders & Alerts tab, the Confirm Resend window is displayed. If you then press F1 you get the "There is no help available for topic patient/record/resend." message.

[Doing the same from the Visit Editor works as expected.]

I suspect the problem is that we need the following in help.messages
patient/record/resend                     patient/record/resend

The Resend button in the Visit Editor links to patient/reminder/resend, so I've linked the Patient|Medical Records|Reminder & Alerts to the same place.

Fixed in revision 5616.
