Yes, this is definitely the case as outlined here:

It is possible to modify this report to include the default fixed fee but I think we would also need to consider that there may potentially be a default fixed fee for the product and a default fixed fee for the linked price template so we need to decide what precedence these should take on the report as we currently only have one spot for a fixed fee.

As mentioned in the link above it is intended that we provide an advanced price list report that details all the fixed fees but no one has got round to that one yet :-)
